Chapter 7 - The Cartel Kickback Ledger in the Evidence Locker
While Barnes stood paralyzed in his office, the second phase of our tactical operation went live on the ground floor of the sheriff’s station.
Jax Vance and a team of eight federal forensic accountants from the IRS Criminal Investigation Division breached the secure evidence vault in the basement of the courthouse.
Using master electronic bypass keys provided by Elena Rostov, Jax bypassed the local combination locks and swung open the heavy steel vault doors.
Inside the vault, hidden behind rows of standard confiscated firearms, the federal agents discovered:
$1.8 Million in Unmarked Cash: Stacked in commercial shrink-wrap inside six military duffel bags.
The Illicit Narcotics Stash: Forty kilograms of high-purity cocaine diverted from state highway interdictions over the past three years.
The Kickback Ledger: A black leather-bound notebook containing handwritten records of monthly cash payments from the Sinaloa-Midwest Distribution Network, documenting bribes paid to Sheriff Barnes and three senior deputies to provide safe escort for cartel transport trucks running along Interstate 55.
Elena Rostov walked into Barnes’s office, carrying the black ledger in an evidence bag.
“Reaper,” Elena announced, holding up the book for Barnes to see. “We found the cartel transport logs. And we found the real reason why Tyler was shot.”
I turned to Barnes, whose knees were visibly shaking against his desk.

“Tyler wasn't shot because he looked at you wrong, was he, Thomas?” I asked, my voice cutting through the room like a guillotine. “Tyler was walking past the warehouse at 9:08 PM—the exact hour your deputies were unloading three cartel duffel bags from an unmarked van. He saw the cash. He saw your face. And you tried to permanently silence him before he could tell his father.”
Barnes sank back into his leather chair, his mouth opening and closing soundlessly, his entire empire of corruption collapsing into absolute ruins around him.
