Chapter 8 - The Federal Infiltration: Unraveling Arthur Vance’s Dirty Timber Empire

Within twenty-four hours of Evelyn Chase’s entrance into Courtroom 3B, the Vance family's carefully constructed empire began to hemorrhage from the inside out.
The Department of Justice, armed with the cryptographic video files provided by Jax, the physical DNA and spatter evidence I had recovered from the carriage garage, and the explosive contents of Arthur Vance’s bribery ledger, established a secure tactical operations center inside the Federal Building in Del Rio.
I sat at a long conference table surrounded by federal forensic accountants, FBI special agents, and child protection specialists.
On the large wall-mounted monitor, Evelyn Chase brought up a complex organizational chart labeled: VANCE ENTERPRISES / SAN JERONIMO MUNICIPAL CONSPIRACY.
"For twenty-five years, Arthur Vance has operated this county as a feudal fiefdom," Chase explained to the assembled agents. "He didn't just bribe local officials; he used his private timber logistics fleet to run illicit, untaxed freight across the southern border, laundering the proceeds through real estate shell companies and municipal bond issues."
Chase clicked a button, bringing up the high-resolution still frame of Camera Two from Sunday afternoon.
The image showed the carriage garage, the brutal assault on Maya, and the second-floor window where Veronica Vance stood with her hand on the velvet curtain.
"The assault on Maya Mercer was the catalyst that broke their operational security," Chase continued. "Ross and Ethan Vance believed their father's political dominance made them untouchable. When Ross assaulted Maya with that tire iron, Arthur immediately activated his municipal cover-up apparatus. Chief Hector Miller falsified the official police incident reports, ordered his deputies to intimidate hospital staff, and oversaw the destruction of the on-site digital server drives."
Chase turned to me. "Sergeant Mercer’s tactical reconnaissance recovered the physical DNA evidence from beneath the epoxy cover-up in the garage, completely disproving the 'accidental hayloft fall' narrative. The state forensic lab in Austin has confirmed a 99.9% match between the blood recovered from the baseboards and Maya Mercer's DNA profile."
A senior FBI forensic accountant, Agent Miller (no relation to the corrupt chief), stood up and laid a stack of financial audit reports on the table.
"We ran the wire routing numbers from the handwritten ledger against the Federal Reserve transaction database," Agent Miller reported. "Arthur Vance has moved over fourteen million dollars in undocumented cash through offshore accounts in Belize and the Cayman Islands over the last six years alone. We have identified direct, recurring bribery payments to:
Chief of Police Hector Miller: $420,000 total across eight years.
District Judge Harold Lang: $380,000 in loan forgiveness and direct PAC contributions.
County Prosecutor Donald Briggs: $150,000 in 'consulting fees' paid to his wife’s interior design firm.
Two senior administrators at the regional Child Protective Services field office who routinely buried domestic abuse reports filed against the Vance family."
"What about Ross and Ethan?" I asked, my voice cutting through the technical financial jargon.
"Ross and Ethan Vance have been formally indicted under a sealed federal true bill for Conspiracy to Commit Aggravated Child Abuse Resulting in Permanent Bodily Injury, Deprivation of Civil Rights Under Color of Law, and Obstruction of Justice," Evelyn Chase announced. "Veronica Vance has been indicted for Felony Child Endangerment by Omission, Aiding and Abetting Aggravated Assault, and Federal Witness Tampering."

Chase looked at the clock on the wall. It was 3:45 PM.
"The grand jury warrants have been signed by the federal magistrate," Chase said, her eyes flashing with determination. "We are moving on San Jeronimo County at dawn."
